Once the fair is actually in place and all of the rides and stalls have been erected, representatives of the relevant organizations, IE. local council, health and safety etc. will inspect the fairground to ensure safety requirements are being complied with. These ‘inspectors’ have the power to prevent individual items of equipment being operated, or ultimately to prevent the fair itself from operating, so the chances of unsafe equipment being allowed to continue in operation is highly unlikely.
After the fair has been dismantled and left, a site inspection takes place to determine if any damage has been caused to the site itself, with the Showmen being held accountable for reinstating the site to its original condition.

Despite what many people believe, and the rubbish peddled by some down market tabloid publications, fun fairs don’t just appear from nowhere. A professional Showman doesn’t get up one sunny summer morning and think ‘I’ll take a fair to Newcastle’. Fairs are planned and organized many months in advance, we know where our equipment will be operating for at least the next 6 months, and we know roughly the order of events being attended next year, although not the precise dates.
To hold a fair, permission must be obtained from the owner of the land, then permission from the local council to allow the fair to proceed. Usually representatives from the local fire brigade must O.K. the site and layout of the fairground and a risk assessment of the site must be prepared to comply with health and safety regulations. This needs to be done weeks if not months in advance of the fair as once permission has been obtained from all the necessary sources, the Showman running the fair must advertise the availability of sites. Other independent operators will apply for these sites, with the successful applicants being allocated various sites on the fairground.
The Showmen who have been allocated sites will then need to furnish copies of their electrical and mechanical inspection records along with risk assessment forms and insurance documents to cover the items of equipment they intend operating. This documentary safety evidence is usually furnished to the local authority to confirm that the fairground is complying with legal and health and safety requirements. More.....
